With only 23,000 miles on it, it should still be covered under warranty from Toyota. Inquire at your local Toyota dealer.

The airbag light flashing is your car telling you something is malfunctioning with the air bag system. It will need to be diagnosed by a professional automotive technician. There's no easy answer here, as it could be many different things causing the light to go off. A competent Toyota dealers...

So what was the problem?

Where are you getting the headlight bulbs from, what brand are they and are they the standard original type bulbs, or something brighter?

Welcome aboard. :) Sounds like either the tires have become cupped because of lack of rotation and re-balancing, or an out of alignment condition causing the cupping wear on the tires. The tires also may need re-balancing and with the vibration in the steering wheel this indicates the front...

According to my Product Application Guide, that car is supposed to take 4.6 quarts of oil in the engine, with the oil filter.

With a vehicle that is less than four years old, wouldn't this be covered under warranty?
