What is the plate next to the tensioner spring for on the engine

What is the plate next to the tensioner spring for on the engine
There is a plate on the back side of the engine . It has 2 bolts holding it on. It is next to the Tensioner spring. It seems to be leaking oil ! Can it be removed and is there a gasket ? Thanks- 98corolla
